MOU foreign worker recruitment

“Bringing foreign workers to work” means any arrangement to bring foreign nationals authorized to enter Thailand under immigration law to work for domestic employers under an agreement between the Thai and foreign governments or a government employment policy, whether or not a service fee or remuneration is charged.

• “Foreign national” means a natural person who does not hold Thai nationality.
• “Employer” means an employer under labour protection law, including a person or legal entity wishing to bring foreign workers to work for them in Thailand.
• “Service fee” means money or another benefit provided in return for arranging foreign worker recruitment.
• “Expenses” means costs incurred in bringing foreign workers to work.
• “Licence” means a licence to bring foreign workers to work with employers in Thailand.
• “Licensee” means a holder of a foreign worker recruitment licence. “Office” means the licensee's office.
